Theme:  Plan, Build, and develop your small borough into a major metropolis.  Use hex-shaped building tiles to add residential, commercial, civic and industrial areas, as well as special points of interest that provide benefits and take advantage of the resources of nearby boroughs.

How It Plays

  • Game Mechanics:  This is a tile placement, city building game.  Players take turns purchasing tiles from the market to add to their borough.  They then adjust their income, reputation and population based on the tile and where it is placed.
  • Turn Summary:
    1. Purchase and place one tile or place one investment marker to double the effect of one tile in your borough.
      • When placing a tile make any adjustments to income, reputation and population as noted on the tile.
      • Check all other tiles to see if they are affected by the new tile and make adjustments to income, reputation and population.
    2. Collect or pay money based on income.
    3. Adjust population based on reputation.  If population marker crosses a red line, adjust income and reputation down 1.
    4. Shift market tiles right to fill in the open space and add a tile to the market.
  • End Game:  When the 1 more round tile is drawn, the current round is finished then 1 last full round is played.
  • Victory:  Personal bonus goals and group bonus goals are awarded and any money is converted to population $5 to 1.  The player with the highest population wins.
