  • Theme:  In the golden age of Puerto Rico, players thoughtfully develop the capital city of this beautiful island.
  • Complexity of Rules:  Low

  • Replay Value:  High - The quick setup, variety of cards and victory paths make this a highly re-playable game.
  • Game Mechanics:  This is hand management card game with player role selection. The actions available each round depend on the rolls selected by the players that round.
  • Turn Summery:
    1.  Players take turns starting with the Governor (first player) selecting a role tile.
    2.  Each role selected then triggers a phase for that role as follows:
      • Builder Phase - Players are allowed to build 1 building by discarding cards equal to the cost of that building.  The player with Builder role pays 1 less card.  Any special ability shown on the constructed building is now in effect for the player.
      • Producer Phase - Players draw a card and place it face down on one unused production building to represent that good. The player with Producer role may draw and place 1 card on 2 different unused production buildings.
      • Trader Phase - Each player may sell one good for the price shown on the current trading house token.  Players draw cards equal to that price into their hand. The player with the Trader role may sell 2 goods.  Rotate trading house token at the end of this phase.
      • Councillor Phase - Each player draws 2 cards and keeps 1.  The player with the Councillor role draws 5 cards and keeps 1.
      • Prospector Phase - Only the player with the Prospector role draws and keeps 1 card.
    3. Roles are then reset and the Governor (first player) is passed to the next player. Players discard down to a 7 card hand limit.
  • Game End:  The game ends immediately after a builder phase in which 1 or more players has built their 12th building.
  • Victory:  The player with the most victory points determined from buildings wins.
